Neighboring Concepts prepared master plans for four vacant Charlotte Housing Authority sites located in the First Ward neighborhood in Uptown Charlotte. In this process, we implemented the goals of existing plans while factoring in current market conditions and anticipated effects of proposed major projects. The success that the Charlotte Housing Authority has had transforming the former Earl Village housing projects into today’s First Ward in Uptown has become a national case study for urban revitalization. According to the white paper by Joe Cortright titled “Driven to the Brink”, core vitality is the primary attribute of cities that have been able to weather the housing collapse. First Ward’s continuing transformation has provided a national model for public coordinated, mixed-income redevelopment and is one reason why Charlotte has one of the most consistently strong residential markets in the country today.
